He was from the village of Winkle in North Holland about fifteen miles west of Hoorn, and was among the very first settlers at New Amsterdam, arriving in 1624. He occupied one of the six bouweries started by the Dutch West India Company on Manhattan Island. He returned to Holland in 1633. He left Holland on 10 Jul 1634, sailed first to Virginia, and then to New Netherlands. Before 1635, Jacob and some associates had been refused permission to settle on the Fresh River (later the Connecticut River). It appears that he went back to Holland in 1641, married, and returned again to New Netherlands by 1648 when he settled at Rensselaerwyck. He was offered two small farms there on 12 May 1650 which he refused. On 30 Sep 1650 he was offered half of "Casteels Island called Welys Bruch" which he also refused, and on the following day was given permission to go to New Amsterdam. On 23 Oct 1654 he was given a grant of 25 morgens of land at Pavonia, and on 17 Apr 1657 was given the rights of a small burgher. He died shortly thereafter.
